This scene was mostly spoken by Hecate. He mostly rhymed his part in this part of the play as he was trying to control the other witches and ultimately Macbeth’s actions. In my opinion, the rhyming of this scene is to show hypnosis like sequence of words. Even is Macbeth isn’t in this scene.
